Mr. Bump is the leader of the firm's education law practice area. He graduated with distinction from Colorado State University in 1969 and received his law degree from the University of Colorado School of Law in 1973. While in law school, he served as a member of the Law Review and was honored with Order of the Coif. He joined Caplan and Earnest in 1973.
Mr. Bump's practice emphasizes school and education law and the varied issues associated with the representation of public school districts. He assists district clients in such areas as board of education powers and duties, policy development, labor and employment, student discipline, constitutional and civil rights claims, construction, real and personal property acquisition and leasing, school finance, special education, charter schools and most other aspects of education law. The breadth and depth of his experience are beneficial in his role as general counsel for many Colorado districts, large and small. Mr. Bump is an experienced litigator in the areas of school, commercial, and construction litigation, arbitration and administrative proceedings. His diverse practice also includes general corporate representation of for-profit and not-for-profit concerns. He has been admitted to practice in Colorado, the U. S. District Court for the District of Colorado and the U. S. Court of Appeals for the 10th Circuit.
As an education law attorney, Mr. Bump has served as a director of the National School Boards Association (NSBA), Council of School Attorneys and as president of the Colorado Council of School Board Attorneys. He has attained a national reputation as an education attorney and is a frequent lecturer on education law issues. Organizations for which Mr. Bump has made presentations include the NSBA, the NSBA Council of School Attorneys, Colorado Council of School Attorneys, The American School Board Journal, the Education Law Association (formerly known as NOLPE), the Colorado Association of School Boards, the Colorado Association of School Executives, the Colorado Association of School Personnel Administrators and the Colorado Association of School Business Officials.
He co-authored, with Kelly Frels and Jeffrey Horner of the Houston firm of Bracewell & Patterson, Investigating Alleged Wrongdoing by Employees in the School Setting, a monograph published by the NSBA Council of School Attorneys; an abstract of which has also been published in NSBA's Termination of School Employees: Legal Issues and Techniques. He has authored several articles for the Colorado School Law Reporter, a publication made available to clients of the firm.
Mr. Bump's involvement in community and professional organizations includes service as the chairman of the State of Colorado Land Use Commission, member of the board of directors of the Boulder Chamber of Commerce, member of the board of directors of the Colorado Chautauqua Association, chairman of the Boulder County Parks and Open Space Advisory Committee and member of the Boulder County, Colorado and American Bar Associations. Mr. Bump was recently named in the inaugural 2007 Colorado Corporate Counsel Black Book, Employment Law Section.
